Severna Park Records at a Glance

Probate follows a separate path through the Register of Wills and Maryland Estate Search. Professional licenses and business entities are statewide indexes. Voter data has its own statutory controls and belongs in the dedicated Voter Records resource. Recent certificates, sealed or expunged cases, juvenile and adoption files, protected addresses, and specified medical, personnel, financial, or investigatory material are not opened merely because an agency stores them.

Why Severna Park Records Are County-Led
Severna Park is a census-designated place with a postal identity, not an incorporated municipality. There is no Severna Park city clerk, municipal court, city recorder, or local vital-record registrar. The county seat in Annapolis supplies the main public counters. State systems then join records from Anne Arundel County to comparable material across Maryland.
This geography prevents a common dead end. A Severna Park mailing address does not prove that a city agency exists or that postal boundaries match a service district. Use MyAnneArundel GIS when the correct county service area is unclear. For an agency document that is not published online, the Anne Arundel MPIA portal routes requests by topic, including permits, code complaints, police material, zoning files, election data, detention records, and right-of-way records.

Severna Park Land Record Access
MDLandRec provides clerk-verified deeds, deeds of trust, releases, liens, powers of attorney, and certain leases through a free registered account. For Anne Arundel property, do not begin with an address inside MDLandRec. Its address search is limited to Baltimore City. Instead, find the parcel in SDAT, copy the deed reference, then retrieve that liber and folio. A liber is a record book and a folio is its page.

The precise start of Anne Arundel's electronic name index appears only after account access, so no year should be assumed. Older instruments can still be found through scanned active or retired indexes and known book-page references. Public terminals at the Circuit Court clerk are the offline route. Land Records can be reached at 410-222-1425. The clerk may retrieve a known citation but cannot conduct a title search or give legal advice.

Severna Park Property Record Limits
The SDAT Real Property Data Search accepts an owner name, address, or account identifier after Anne Arundel County is selected. A parcel card can show owner name, premises address, mailing address, account number, legal description, map-grid-parcel fields, deed reference, assessment year, values, sale references, plat data, and building traits.
These fields answer different questions. The premises address, also called the situs address, locates the land. The mailing address is where assessment notices go. Neither proves who currently lives there. The deed reference links the assessment entry to a recorded instrument, while the assessment year shows when the published facts applied. Save that year before comparing ownership across systems.
For a full trail, use the parcel card's liber and folio in MDLandRec, read the deed for its prior reference, and repeat. County GIS adds parcel shape and service layers. Land Use Navigator adds permits, applicants, contacts, and licensed professionals, but its imported owner label can lag the current title. That label should never be treated as a live legal opinion.
Severna Park Court and Vital Files
Maryland Judiciary Case Search covers public dockets in Anne Arundel District and Circuit courts. Search fields include person or company, first and last name, case number, court system, county, case type, and filing-date range. A trailing percent sign permits an official end-of-word partial match. Results may show case number, court, status, filing date, parties and roles, counsel, events, disposition, and document descriptions.
A hit is a docket lead, not proof that a namesake is the same person. It is also not the complete file. Sealed, expunged, juvenile, and adoption matters are excluded, and some older or closed outcomes leave remote display. Public courthouse terminals may expose documents unavailable online. The Circuit Court at 8 Church Circle in Annapolis and the District Court at 251 Rowe Boulevard provide counter access during posted weekday hours. Bring a case number when possible.
Certified vital records use a different access system. Anne Arundel County Health supplies local birth and death certificate service under state rules, while the Maryland Division of Vital Records handles statewide products. Recent records are restricted to eligible applicants with identification and relationship or authority evidence. Marriage licenses and divorce decrees come from the Circuit Court clerk. Historical indexes and transferred records belong with the Maryland State Archives.
Note: A general MPIA filing cannot override a certificate confidentiality rule or a court sealing order.
Severna Park Permits Moved Online
Land Use Navigator lets the public search permits and licenses without registration. Browse routes include general search, address, licensed professional, record information, trade name, and contact. The county advises entering the street number and the first part of a street name. Results may identify a record number, parcel, owner reference, applicant, engineer, architect, occupant, work description, status, agency reviews, inspections, fees, and attachments.
Most new permit applications shifted online on December 1, 2025. Scanner kiosks remain at the Permit Center, 2664 Riva Road in Annapolis. Public browsing and application control are not the same: an account may be needed to apply, upload plans, schedule inspections, or pay, while some documents remain restricted. If a needed attachment is absent, cite the record number and exact document category in an MPIA request.
Other Severna Park Public Indexes
Maryland maintains name indexes that answer narrower questions than a general records request. The Department of Labor licensing queries allow a universal surname search and profession-specific board searches. They can establish a published license status or discipline entry, but the issuing board remains the source for verification.

Maryland Business Express searches legal entities and can expose status and registered-agent evidence. Its public search screen is a starting point for an entity record.

Severna Park Custody Record Boundaries
The Anne Arundel Inmate Locator covers people currently committed to county detention facilities. It can return facility, future court date, and bail information. It does not list everyone with a county case or every person formerly held. The county's official entry point is shown here.

The Maryland Sex Offender Registry provides name and geographic searching plus movement alerts. Its notice says entries are time-sensitive and self-reported, an empty ZIP result does not establish absence, and positive identity requires fingerprints.
The registry's restrictions matter as much as its search controls. Information may not be used to injure, harass, or commit a crime.

Request Severna Park Public Records
The Maryland Public Information Act, General Provisions ยง4-101 et seq., opens state and local agency records subject to exemptions. A custodian must act promptly and no later than 30 days. If production will take more than 10 working days, the process calls for an estimate and explanation. Reasonable preparation and copy charges may apply, although the first two hours of search and preparation are generally free.
- Identify the custodian. Judicial files follow court access rules, while county agency documents use the MPIA route.
- Check the official index. Save a case, parcel, permit, report, or book-page number before requesting a file.
- Describe the record family, date range, names, address, and desired format. Ask for inspection if a copy is unnecessary.
- Set a fee ceiling. The county form can accept all fees or require notice above a stated maximum.
- If material is withheld, request the cited exemption and all reasonably separable nonexempt portions.
Anne Arundel's form asks for the topic or agency, requester contact details, a narrative, record-specific identifiers, possible uploads, and fee instructions. Police requests may distinguish reports, CAD notes, 911 audio, body-camera video, CCTV, and photos. A narrow request is faster to route and less likely to create avoidable search charges.
A denial must state its legal basis and review options. Depending on the issue, routes can include Public Access Ombudsman mediation, the Public Information Act Compliance Board, or Circuit Court review. Fee waivers may be sought for public-interest reasons or indigence.
